Vakhushti Menabde

Vakhushti Menabde is an expert in politics of law and an associate professor at the Law School at Ilia State University. 

For 15 years, he has cooperated with such organizations as the Public Defender’s Office, Social Justice Center (former Human Rights Education and Monitoring Center (EMC)), and the Young Lawyers’ Association (GYLA). 

During this period, he defended the interests of plaintiffs in about 30 cases in the Constitutional Court. In such high-profile and landmark cases, which subsequently became the basis for reform of drug policy, the system of legal capacity of persons with disabilities, and the legislation regulating assembly and manifestations. 

He was a member of the State Constitutional Commission in 2017-2018 and is the co-author of the current constitution. However, due to fundamental disagreement with the majority on a number of provisions, he did not support the final version of the Supreme Law. 

Vakhushti is the author of the first research on parliamentary control in Georgia. In 2028, he, as an independent expert, along with his team, was involved in the process of reforming the Rules of Procedure of the Parliament. 

Together with Sopho Verdzeuli, he is the author of a new concept of judicial reform, which has replaced the old paradigm since 2021 and is now a mainstream vision. 

He is the author/co-other of more than 30 researches/reports.
